Richard F.
Howard graduated from Davidson College in North Carolina in
1970 and from the Boston University School of Law with
honors in 1976. He served as an Assistant Attorney General
in the State of Maine before joining the Disability Law
Center in 1979. In both positions, Mr. Howard handled
litigation at the levels of administrative hearings and state and federal courts,
including class action and institutional reform cases.
At the
Disability Law Center, Mr. Howard was counsel in several
landmark cases that have expanded the rights of children
with disabilities and led lobbying campaigns for legislation
related to special education and protecting disabled adults
from abuse. From 1986 to 1992 Mr. Howard was Executive
Director of the Disability Law Center. During that
period he worked with a national disability organization on
litigation and national legislation and policy issues
affecting children and adults with disabilities.
Mr. Howard
joined the Boston law firm of Kotin Crabtree & Strong in
1992 where his practice included litigation of special
education and other disability law matters in state and
federal courts and administrative proceedings. He also
continued to lecture and write articles on special education law
and related issues. |
